« Ni la oh ?! » c’est l’expression d’étonnement que l’on peut entendre dans les rues de Bangui, dans la langue nationale, le Sango.  

Et c’est aussi l’expression utilisée par le projet « NILLAO », qui aura pour vocation d’améliorer l’identification et la géolocalisation des fournisseurs des biens et services pour plus de transparence et de fluidité dans la mise en œuvre d’une réponse humanitaire plus appropriée, plus efficiente, plus équitable et plus inclusive.  

En collaboration avec le Programme Alimentaire Mondial et le Cluster Logistique, l’application, gratuite, est disponible pour tout logisticien en poste dans le pays. L’application mobile rendra notamment accessible aux organisations qui veulent s’installer en République Centrafricaine (RCA) les informations suivantes : 

  • Actualités fiscales et douanières qui ont un impact sur la chaine logistique en RCA ;  

  • Répertoire complet et géolocalisé des entreprises centrafricaines fournissant bien et services et la documentation légale, y compris la vérification de leur Immatriculation au Numéro d'Identification Fiscale (NIF) et du registre du commerce et du crédit mobilier (RCCM), aussi bien à Bangui qu’en province.  

  • Appels d’offres des partenaires et des autorités publiques.  

Les informations communiquées ne contiennent pas de données personnelles, sensibles ou confidentielles. 

L’objectif est de mettre ces informations à disposition de l’intégralité de la communauté humanitaire, via les outils de communication utilisés par le Cluster Logistique, afin que chaque acteur de l’aide puisse y accéder au gré de ses besoins d’analyses de marché.  

On en discute avec Brice Ekomo Soignet, Gérant de la société NILLA Communication qui a développé l’application : 

Brice, d’où t’est venu l’idée de cette application ?  

« En l'absence d'annuaire papier ou digital et dans la dynamique de digitalisation du marché au niveau local, il était important d'avoir un outil gratuit pour les utilisateurs qui peut leur permettre de gagner du temps en exploitant une information fiable et vérifiable sur le terrain ». 

Que penses-tu qu’elle puisse apporter au commerce en RCA en général ?  

« L'entreprenariat en Centrafrique bat son plein mais ses acteurs souffrent également d’un manque de visibilité réelle. De plus, les entreprises souffrent de la concurrence des structures informelles. Cet outil va contribuer à emmener progressivement ces dernières à normaliser leur activité auprès de l'Etat ». 

L’application a été présentée officiellement le 7 septembre 2022 lors de la réunion du Cluster National. L’application est en version test et ouverte aux partenaires. L’application est en téléchargement sur playstore.

« Ni la oh ?! » is the expression of astonishment that you can hear in the streets of Bangui, in the national language, Sango.    

It is also the expression used by the "NILLAO" project, a project that aims to support the Geo localisation of service providers, suppliers, and institutional partners in Central African Republic. In collaboration with WFP and the Logistics Cluster, the free application is available to logisticians working in country, and it will contribute to promote the transparency, equity, and inclusivity of the humanitarian response. Accessible information will include:  

  • Tax and customs updates;
  • A geolocated directory for Bangui and provinces of Central African companies (for services and supplies) and the verification of their legal identity and documentation;
  • Calls for offers from partners and public authorities. 

The aim of the project is to make this information available for the entire humanitarian logistics community, also through the Logistics Cluster’s channels. Humanitarian partners will be able to easily access and use the information contained in the app for their market analysis needs.   

We discussed the project with Brice Ekomo Soignet, Manager of NILLA Communication, the local private partner who developed the application.  

Brice, where does the idea of the application come from?  

“In the absence of a paper or digital directory and in support to the digitization process already ongoing at local level, it was important to have a free tool for users to save time to explore reliable and verifiable information in country”.  

What do you think is the added value that the app can bring to the companies in country?  

“Entrepreneurship in Central African Republic is in full swing, but private sector actors still do not have full visibility in the market. In addition, companies suffer from the lack of formal market. This tool will support to gradually normalize companies' activities in country”.  

The application was officially presented on September 7, 2022, during the National Cluster meeting. The application is in test version and open to partners. The application is available for download on Google Play Store.
