For Central South Zone, there are no customs procedures, due to the non-existent of any form of government.
For
Bossaso, Customs clearance is done through the existing relevant
authorities. Only a waybill and a request letter are required to
initiate the clearing procedure and normally Customs clearance is done
within a few hours if not minutes.
Hargeisa has variable
clearing procedures that are slowing down the release of the goods. WFP
has obtained a blanket release authorisation of their commodities and
UNICEF is trying to obtain the same facility. Without this the clearing
could take several months.
