INDONESIA
- GENERAL
The Government of Indonesia (GoI) has assisted in the collating of procedures for customs clearances for humanitarian aid. The compete procedures can be found on the UNJLC website at http://www.unjlc.org/content/index.phtml/itemId/28240

From the UN point of view, we are in transition from almost total reliance on military aircraft to almost total self-reliance on chartered aircraft under direct tasking control of UNHAS. (See below for more details.)

UNJLC is liaising with GoI in the affected area regarding IO/UN vehicular access permitting for more remote areas. Current requirements for military escorts for humanitarian aid beyond MEDAN remain in place, and POSKO MEDAN discourages foreign aid workers from travelling on some routes.

For those unfamiliar with the current pattern of usage, MEDAN'S Polonia International Airport is used to receive cargo coming in which: either cannot be delivered directly to BANDA ACEH; or is destined for locations elsewhere in NORTHERN SUMATRA; or for transport by other means. While the BANDA ACEH airport is being utilized for air cargo which can be delivered direct to nearby locations by air or surface means. Road convoys of relief aid are also delivered to BANDA ACEH airport by road for dispatch by air, in particular to the WEST COAST of Sumatra. SUBANG airport in Malaysia remains the UN preferred hub for incoming international aid.

- TRANSITION TO CIVILIAN OPERATIONS

An encouraging meeting was held between UNJLC air cell and Mr. Arudy Satyopurnomo (member of National Coordinating Agency and former VP of Garuda airlines). Mr Arudy is Expert Staff of the Coordinating Minister) tasked with assisting with transition to civilian. Management adviser to Coordinating Minister Shihab to begin planning for civilian take-up of air cargo and passenger movements for the relief effort.

As the transition to civilian operations proceeds there it has been noted that military aircraft in BANDA ACEH have been under utilised over the last few days: reportedly there has been a lack of humanitarian cargo. UNJLC suggests that agencies with cargo for BANDA ACEH can avail themselves of this assistance by following the procedures for military assistance with humanitarian assistance procedures on the www.unjlc.org website. NB: Due to the cessation of US military C-130 flights out of HALIM, procedures for requesting seats/cargo lift is under review. Clarification expected in the next 48 hours. UNJLC will advise the updated procedures at HALIM (JAKARTA) via FLASH AIR LOGISTICS NEWS as soon as available.

The Posko (Coordination Centre of the GoI) is a one stop shop for sorting out authorizations required for operating in Aceh. This facility will be closed down if it is not utilized. Please begin using the Posko, they will help you and give you advice on your administrative requirements.

The road out to MALAHAYATI port has experienced further deterioration and work has not yet begun on improving it.

The downed bridge between BANDA ACEH and LHONGA at 052818N 0951439E has been fixed, but the road is in bad condition and deteriorating rapidly.

The area around MALAHAYATI port have now been cleaned-up substantially, including open air storage area and warehouse. Barge unloading 20ft containers at the wharf was sighted, mobile crane visible.

WFP has four additional Rubb hall warehouses.

The C/B Heidal is offshore BANDA ACEH and will provide accommodation for 112 persons, initially for 65 helicopter pilots.

IOM has >30 trucks in BANDA ACEH on contract. UNJLC is surveying UN/IO/NGOs about trucking capacity and requirements.

The bridge on the BANDA ACEH - LHONGA route (0528N 0951439E) has been repaired by TNI. UNJLC will report on this route in the next few days.

Australian, Malaysian and Pakistani engineers have created a common pool of engineering expertise and assets for tasking.

PENAYONG river port in BANDA ACEH is due for a detailed assessment in the coming week. Further along from here is a landing site suitable for LCUs, which requires 1km of road to be repaired in order for larger trucks to have access.

Garuda Airlines is planning to add another commercial daily 737 flight to BANDA ACEH, bringing the total to 3 per day. This will alleviate passenger demand for military assistance, and adds some cargo capacity to the route.

The Air User Group has been established in BANDA ACEH - meetings are held daily at the UNJLC / UNHAS container at the airport.
- CALANG

The road south to TEUNOM is slated for TNI to repair. As of 23 January the road was passable to PANGA, beyond which three destroyed bridges prevent passage to TEUNOM. Once repaired, this road will link up with the MEULABOH northward road which is also being repaired by TNI (MEULABOH). Details on the status of this section of the road is pending.

TNI in CALANG plans to work on reopening the route north from CALANG to LAMNO as a second priority.

No landing-strip for fixed wing aircraft, although a number of cleared roads could be upgraded for short landing/takeoff craft. Two heli pads exist for rotary craft:

Japanese are bringing in a hovercraft and another landing craft (LST). They also have a support ship, 20 trucks, and a CH47 for short flights. Although it is unclear where the trucks, ship and aircraft will be stationed.

UNJLC/OCHA conducted an assessment of CALANG on 23-24th January. The Humanitarian Information Centre (HIC) is now online with its Sumatra pages: www.humanitarianinfo.org. Current key documents include health location maps, and updated Agency Activity Map (who does what where) and an IDP summary report.

A joint agency supply line has been recommended to supply Calang.

- LAMNO

There are currently 19 agencies operating in LAMNO, including 80 expatriates. Reportedly the influx of humanitarian aid has overwhelmed the landing site.

Maj. Masano has agreed to put the Japanese hovercraft at the disposal of TNI and CIMIC, possibly to be used at Lamno. Lamno channel is fine, but beach slope and landing pad need to be assessed. UNJLC will conduct an assessment mission in this area in the next 3-4 days.
FUEL

UNJLC has carried out an assessment of the Pertamina (state owned oil & gas company) tank farm at MALAHAYATI: Pipelines from tank farm valve head to wharf head were damaged in a number of places, primarily at the flanges. Parts of pipeline already dismantled and repaired. Pressure test planned for 27/01/05 on 2 pipes in anticipation of off-shore tanker arriving next week with product. Three petroleum storage tanks (including 1 premium tank) were washed a kilometer away from the original location. Pertamina says these tanks are irreparably damaged and will convert a kerosene tank into a premium tank. The petroleum wharf also substantially damaged.

UNJLC reports that the fuel tank farms are on the way from MEDAN to MEULABOH, 28th January, ETA 29th or 30th.
MAJOR RELIEF AID ROUTES
LAND
-
WFP, UNJLC and TNI conducted a road assessment along the Banda ACEH -LAMNO route on the 26th January. Access by land along this route is subject to repairs to bridges /culverts totaling 130m (4 stretches of Bailey bridges), Gabion baskets (500m3) and Armco-type culverts (12m x 2.5m). Reparation to this route would alleviate demand for air and sea ops to the north-west coast: a significant improvement in efficiency and also would open commercial transport links paving the way to recovery.

IOM plans to have two convoys per day ex. JKT from Feb1. Any humanitarian actors are welcome to join subject to capacity.

MEDAN/LHOKSEUMAWE to BANDA ACEH: Recent rains have not caused flooding as was the case on 21st January. Flow remains good.

MEDAN-TEUNOM: Unconfirmed reports of the MEDAN-TEUNOM road being passable. Clarification is being sought by UNJLC Medan.

BANDA ACEH to MEULABOH: Remains impassable although TNI has begun repairs on various sections. TNI plans for the deployment of several thousand people plus equipment in late Jan/early Feb along the BANDA ACEH-MEULABOH route.

US bringing in Mercy, a 750 bed hospital ship. May not be used for medical services, they will assess actual requirements and identify uses for the ship.

TNI have offered the use of a 2000MT tank -carrying ship for use by humanitarian agencies to deliver humanitarian relief supplies.

Singapore air force is planning to operate MEDAN-MEULABOH route with their Chinooks (3). The possibility exists for the Chinooks to service MEDAN - BANDA ACEH in emergencies and upon special request (as per UNHAS civilian operations outlined above).

LHOKSEUMAWE Airport: Operating normally.

BANDA ACEH Airport: Fully operational - 358 helicopter sorties on the 25th January 28, 2005- a record. Subsequent heli tasking in the last few days has been somewhat reduced.

The US military have agreed to continue assisting with uplift capacity of 50MT per day for the coming week.

In INDONESIA, with the planned transferal from military humanitarian support to civil humanitarian logistics support, the burden upon the road network and sea routes will increase… Use of sea freight will reduce traffic on the key road routes and provide a secondary access route should land routes fail/become impassable… Preliminary planning has been based on a figure of 750,000 IDPs requiring a total of 15,000MT per month of relief aid supplies to be delivered via sea, land or air for 6 months.

In SRI LANKA, the initial phase of military operations/deployments has peaked, current operations are winding down with most foreign militaries scheduled to cease activities and depart Sri Lanka by early to mid-February.

INDONESIA - INFRASTRUCTURE ASSETS
- BANDA ACEH

Japanese self defence forces are ready to deploy large number of personnel (approx 1000) and a support base. Other assets including hovercraft for west coast relief distribution/transport and a Japanese ship are to arrive off BA on 24/01/05.

DFID reports 594 Spanish military personnel and air assets are to be deployed to Indonesia. Clarification is sought.

WFP has 35 Land Cruisers destined for the relief operations area and are being airlifted from SUBANG at a rate of 2-3 per day. Six had arrived in MEDAN as of 23/01/05.

ADF has put an 11 person engineering planning and supervision team at the disposal of the humanitarian community for 6 months and have begun discussions with the local government public works and road departments.

Repairs on the BANDA ACEH harbour bridge have begun
-
Bridge at LANGAR (15km west of BA) will be finished by 26/01/05, and there is an additional 11 km of passable road. This is half the distance between BA airport and LAMNO.
- MEDAN

Over 300 trucks are on charter to IOM and WFP and are plying the JAKARTA-MEDAN-BANDA ACEH and the MEDAN-MEULABOH route. Approx. 60 IOM/WFP trucks operating as HA shuttles in and around Banda Aceh.

Save the Children (UK/US) have 2500m2 warehouse in MEDAN – the likely relief aid hub for SCUK/US; goods pre-positioned by JAKARTA to be called up to BANDA ACEH, LHOKSEUMAWE, or SIMEULUE.
- MEULABOH

US NAVY will provide 3 x 40 MT hover crafts for the WFP to transport cargo from MEULABOH to other WEST COAST areas.

Japanese will deploy hovercraft to the WEST COAST for HA distribution (ETA 26th or 27th January).

As an adjunct to this, UNJLC is setting-up several fuel bladders at Meulaboh for Jet A1 to be re-supplied by sea: anticipated to be operational in the near future.
- CALANG
-
UNJLC is conducting an assessment of CALANG and the road south to PANGA (via KRUENGSABE). Initial impressions are that while CALANG is suitable as a sea supply point for LST and hovercraft, there are no port facilities to mention. There is plenty of space for helicopter operations, with the main helipad being next to the beach landing site. All fuel for trucks and generators is stored in drums.

TNI have a RPL (ramp powered lighterage- a ”powered floating platform”) and a freighter being used in CALANG.

Food being moved into CALANG by US hovercraft. Approximately 65MT per trip

With the exception of the road south there is no road access more than 3km out of CALANG. The road-works to the south are purely emergency works and are not suitable for significant loads, and currently require trans-shipment to TNI Amphibious vehicles to perform some river crossings.

MSF landing craft will do 1 run to Lamno with MSF cargo but after that it’s available for other users. The craft is contracted until the end of month but the contract is extendable and the price reasonable.

Rainbow Warrior still available to take cargo to Lamno, Calang and Meulaboh. Some organisations have had problems with the TNI/local authorities in terms of getting access to Lamno but MSF says TNI cooperative there.

The Pakistan military have 100 engineers in Lamno and 20 pieces of heavy earth moving equipment that is currently still on a boat broken down in Banda Abbas.
SRI LANKA - INFRASTRUCTURE ASSETS
- KINNIYAI PENINSULA, TRINCOMALEE

An option currently under discussion is the deployment of a shuttle lorry (2-5 MT) and a pick-up/LCR on the peninsula south of Trincomalee to facilitate the movement of relief and humanitarian workers. At present, WFP, UNICEF, Oxfam, ACF, MDM, BUSF and Protezione Civile (Italian Civil Protection) are working in the area inhabited by approximately 35 thousand beneficiaries.
- VAKARAI, BATTICALOA:
-
Two sections on the upper side of the PANICHCHANKENI causeway are demolished while the intermediate piers shows signs of structural damage. A Bailey bridge would provide a short-term solution and avert the need for a 240 km round trip to get to the southern side of A15. Currently trucks carrying humanitarian aid cannot travel the A15. Oxfam, CARE, WFP, IOM, ICRC and SC are at work in the area which contains 18,000 beneficiaries. Relief supplies are brought in by boat and then transferred inland by tractors. This method has proved time consuming.
SRI LANKA -TRANSPORT
Currently IOM has a fleet of 35 10-ton lorries available for use to the GoSL, UN Agencies and NGOs for transporting relief supplies.

Requests for transport assistance from the GOVERNMENT of SRI LANKA (GoSL) ministries and institutions and from NGOs which are not under the UN umbrella should be channeled to IOM through the CNO Relief and Logistics desk (phone number: 474 0378, email: info@cnosrilanka.org).

Requests for transport assistance from UN Agencies and NGOs under the UN umbrella (implementing agencies) should be channeled to IOM through the LOC (Logistics Operation Centre) (phone number: 0777 420 950, email: un_loc@yahoo.com).

IOM requires that requests for transport assistance be made no less than 12 hours in advance. Requests should indicate date, time, location, destination and description of load (for cargo transport) and number of passengers (for personnel transport) and person to contact at the end destination including telephone number. Wherever possible requests should be made in writing by email or fax.

Vehicles will be made available on a first-come first-serve basis. Hence, advance notification to IOM by agencies of their transport requirements is encouraged and recommended.

IOM and UNHCR joined forces on Friday 21 January to move aid and radio telecommunication systems into AMPARA district using an IOM 10 ton lorry truck.

UNJLC CONCEPT WELL RECEIVED BY GOI
Regional UNJLC Chief, DAVID KAATRUD, briefed the Government of Indonesia's NATIONAL DISASTER MANAGEMENT AGENCY on the approximately 30 departmental functionaries and the core disaster management agency staff on UNJLC's Draft Concept of Operations. Present were the NDMA's senior team and reps of the GOI departmental offices... The overall concept was well received. Two TECHNICAL WORKING GROUPS - SEA transport and LAND transport - are to be formed in the coming week to align all information related to the primary relief delivery modes (GOI/UNJLC)... Information will be collated through these two working groups to better assess infrastructural and geographic obstacles. Subsequent to this UNJLC with the GOI will seek solutions to the road deterioration/capacity on major relief routes; as well as identify coastal access issues/solutions... This is strictly part of the relief effort (emergency phase response) to ensure viable durable supply routes for the humanitarian aid over the coming months. This emergency response infrastructural reparation is to ensure that the additional burden on the road and sea infrastructure in the coming phases of rehabilitation / reconstruction does not endanger IDP relief aid supply routes.
ASSESSMENTS

In INDONESIA, GOI/UN/NGO west coast assessment teams debriefed yesterday, 20/01/05. More in the next UPDATE...The WEST COAST assessments have revealed that many primary health care facilities are not functioning: this will impact upon the number of personnel required in the area and medical equipment tonnages moving into the area. While cases of acute malnutrition have not been observed, food aid reaching displaced populations consists largely of just rice, noodles and oil. Therefore the food basket is not balanced. This raises serious concerns regarding the short, medium and longterm welfare of communities.

In SRI LANKA, a water and sanitation rapid assessment mission in nine camps in BATTICOLOA reports problems with both clean water and sanitation.
SUBANG UPDATE

SUBANG HUMANITARIAN AIR HUB (SHAH), in Malaysia, is to remain the UN priority one dispatch centre for all freight and will be kept as a strategic hub until the end of February. Especially UNICEF plans on making use of the hub. An assessment will be carried out midFebruary to determine whether the hub should be kept longer...

SMALL LOADS: Agencies that have loads for strategic airlift which are to small to charter an aircraft, should complete a cargo request form from the website. UNJLC will try to collate these loads for common chartering.
SECURITY

All humanitarian relief workers are advised to exercise all due care when in any area of relief operations. INDONESIA: UN activities outside the UN controlled compound in BANDA ACEH are under curfew from 2400hrs to 0600hrsâ?¦ WFP conducted field security assessments in MEULABOH and CALANG and on roads from BANDA ACEHMEDAN, and SINGKILMEAULABOH. The situation is reported as acceptableâ?¦ Medivac/emergency planning is currently being formalized by the UN Security Team. Initial indications are that a charter medivac plane will be placed at BANDA ACEH for evacuation to SINGAPOREâ?

PACKING, LABELING Packing material of boxes is often not strong enough to survive loading in stacks. Boxes are crushed and contents are either spilled, or damaged. And it is often very difficult to identify shipments as labels are not attached to parcels, boxes or pallets. Packing needs to be sturdy. Labeling of incoming freight/aid needs to clearly indicate contents and consignee (recipient).

INDONESIA: MAIN CORRIDORS

JAKARTABANDA ACEH GOI's Ministry for Public Works in BANDA ACEH reports that 90% of the main roads in Banda Aceh cleared of debris; 10% of the inner city area have been cleared of debrisâ?¦ A total of 18 IOM trucks carrying relief goods from JAKARTA to BANDA ACEH left on the early morning of 19 January 2005. These will be daily convoys from the 24th January.

JAKARTAMEDAN Eleven IOM trucks arrived with cargo from UNHCR and UNFPA. Two additional convoys of 15 trucks left JAKARTA on 13/01/05 at 1900 and 2000h.

BANDA ACEH SEA: The port facility at BANDA ACEH (also known as Kreung Raja or Malahyati) indicates jetty available for LoLo or RoRo Ops with approx 12m draft alongside for 100m length. Covered Warehousing (6000m3 )requires some structural refurbishment and clearance of debris but the main restriction on use of port facilities is onward move by road to BANDAACEH as there is some damage to the route which is being assessed by Australian engineers (as at 15 Jan).

MEULABOHBANDA ACEH Atlas Logistique provides free movement of goods between BANDA ACEH and MEULABOH and points in between. Pick up of goods possible in both MEULABOH and banda aceh. MEDANMEULABOH WFP have identified and secured warehousing good for approx 3000 MT plus 23 additional shelters. However, road infrastructure in central MEULABOH is insufficiently robust to handle significant convoy traffic and UNJLC will attempt to facilitate the creating of a truck convoy holding area away from the city centre.
SRI LANKA: REBUILDING BEGINS
According to Colombo based local media the GOVERNMENT OF SRI LANKA (GoSL) has introduced a Nation Rebuilding Plan. The plan calls for the construction of 15 new townships in the tsunami affected Southern and Eastern coasts of the country. The new townships are planned to be positioned further inland, actual distance from the waterline is still being discussed, this includes all residential and commercial facilities including highways. The plan also envisages the reconstruction and replanning of roads, rail tracks, bus transport, electricity, water supply and sanitation, telecom services, ports, education sector, health sector, social services, housing and townships development, industrial sector, tourism, environmental and judicial institutes. COLOMBO AIRPORT AGREEMENT CONFIRMED
An agreement has been concluded on retaining the services of the Disaster Resource Network's (DRN) AIRPORT EMERGENCY TEAM (AET) for a period of 15 days or until 01/02/05... AET works closely with the Airport Authority of Sri Lanka and is responsible for the handling and storage of all relief supplies arriving via charter flight at BANDARANAIKE INTERNATIONAL AIRPORT... Currently the Airport warehouse is approximately 80 to 90 percent full... UNJLC inquiries indicate approx. 25 flights are expected from agencies, NGO's and donors over the next 15 days... UNJLC was instrumental in securing USD150,000 from Citigroup to continue AET activities at the airport and is actively supporting the implementation.
LTTE-CONTROLLED AREAS
US and Indian military air assets are not authorized to fly into LTTE-controlled territory which severely limits air capacity for these areas. However the Sri Lankan Army can fly into LTTE-controlled territory, subject to prior approval and strict adherence to the agreed upon flight plan (air route).
UNJLC LOGISTICS ASSESSMENTS
UNJLC is currently carrying out comprehensive logistics assessments of some of the major population areas affected by the tsunami. A logistics assessment of TRINCOMALEE is close to completion while similar missions to BATTICALOA, AMPARA and GALLE are ongoing. A comprehensive report on the assessments is forthcoming.
WATER AND SANITATION

PROBLEMS IN IDP CAMPS A WHO water and sanitation rapid assessment mission in nine camps in BATTICOLOA reports problems with both clean water and sanitation. Contaminated wells are in use and there are problems with water quality surveillance and chlorination. On sanitation, there is inadequate latrine cleaning and waste collection, and poor hygiene practices. Construction of pit latrines in BATTICOLOA has been hampered by heavy rain, making the setting of concrete impossible at this time.

An InterAgency Rapid Health Assessment Mission has begun in Aceh province, coordinated from the offshore platform USS Abraham Lincoln.

A WFP Emergency Food Needs Assessment (WFP) is underway in Aceh province.

VISAS People working in BANDA ACEH and MEDAN are advised to go to the Foreign Affairs desk to extend their visas. Operations have ramped up at SUBANG HUMANITARIAN AIR HUB (SHAH), in Malaysia, with 13 flights leaving since Friday (14/01/05) The flights, six to MEDAN and seven to BANDA ACEH, carried two Land Cruisers, a mobile laboratory, generators and 163 tons of fortified biscuits; more than had been carried in all previous flights out of SHAH put together... Since SHAH went operational on January 7, a total of 30 airlifts have been deployed... UN HUMANITARIAN AIR SERVICE (UNHAS) is now operating an 8seater plane for passenger traffic out of SHAH, for use by UN personnel and other members of the humanitarian community working on tsunami relief... There is a shortage of flight pallets at SHAH.

GENERAL IOM are accepting any other NGOs/agencies wishing to join their convoys from JAKARTA to MEDAN, MEDAN to BANDA ACEH, MEDAN to MEULABOH. However, IOM stress that the convoy passage does not include endpoint warehousing (IOM's warehousing is limited) and hence agencies must make arrangements for all consignments upon arrival.. DHL Danzas Air & Ocean has offered transport on 500 x 40 ft. containers to relief agencies operating in Sri Lanka. The cargo needs to be delivered to the DHL warehouse in LOS ANGELES, HOUSTON or NEW YORK where DHL will load the containers and ship them to COLOMBO free of charge. The empty containers need to be returned to DHL Danzas Air and Ocean in Singapore within 90 days.

The U.S. military will conduct several flights with C17s to transport High-Energy Biscuits from DHAKA to BANDA ACEH, since these flights are of high priority. 144 short tons of biscuits will be transported on this route in the coming days. The remaining quantity (166 short tons of biscuits) will be shipped to SINGAPORE for onward transport to ACEH.

STRATEGIC AIR HUB
- At the strategic air hub in SUBANG (WMSA) the current air assets include two C-130s each of which can make three rotations per day under normal circumstances and a Casa235. In addition an IL76 and an AN12 will be deployed. There is roughly 1,000 m2 of warehouse space available. An additional shelter of 625 m2 is being erected on the tarmac.
- SUBANG has all required loading and ground handling equipment to serve Tristars and C17s. There are no problems flying MCDA to Subang. Fuel is available both commercially and through the military.
- WFP has flown from 07/01/05 to 10/01/05 prefabricated warehouses, refuelling tanks, empty bags and refuelling systems accessories from BRINDISI. This was done by two rotations of a Tristar KC1 and a C17 provided by the British RAF. The goods will be forwarded on to BANDA ACEH.

Parking space is sufficient for 4 wide bodies. Aircraft should be staggered by 2 hours. Slot times will be coordinated by UNJLC. Further dispatching will be done by C130 and coordinated between the Malaysian authorities, UNJLC and HAS.

SINGAPORE Airport (WSSS) will be used as an alternative air hub. A Dutch aircraft carrying relief cargo for ICRC was today already redirected to this airport as it could not land in MEDAN.

The German supply ship 'Berlin' will deploy off the coast of Banda Aceh and will arrive there the 12th or 13th of January. The ship is part of a two-component sanitary system. A field hospital will be deployed in Banda Aceh which has capacities for 120 injured people. The ship is equipped with 45 hospital beds, 4 intensive care beds and two operation theatres. Both will be deployed for 3-6 months.

In order to improve the current weak cellular network in Aceh and on the West Coast, Ericsson will ensure ready delivery of communications equipment. A C-130 is available in Bangkok to transport the equipment. UNJLC will assist in gaining access to airspace and slots to operate in Jakarta and Banda Aceh. Flights will start 05/01/05. Helicopters will be used to take equipment and technicians to remote areas.

Under the auspices of the OCHA Task Force, CMCoord is in progress at three levels.

OCHA/CRD in New York and OCHA/MCDU in Geneva are working broad CMCoord issues and coordinating deployments of CMCoord officers.

The regional cell in Thailand will establish coordination processes with the international military organizations responding for the relief effort (US and Australian for now), and UN RC/country teams/UNDAC teams coordinate with military units operating in their respective countries.

C17 AIRLIFT

ICRC is flying in tarps, blankets, medicals, Wathab etcetera to COLOMBO and SINGAPORE. There are flights the 31st of December, the 2nd, 4th and 6th of January. ICRC is looking for airlift capability from SINGAPORE to BANDA ACEH (ICRC).

OCHA has decided to establish a Regional Civil-Military Coordination Cell in BANGKOK. The purpose of this cell is to serve as a regional coordination point for requests made by UN Agencies and other civilian humanitarian organizations for international military or civil defence assets to aid in the relief effort. Chuck Royce, from OCHA/MCDU, will arrive in BANGKOK Saturday evening and will begin establishing this cell. His mobile phone is +41-79-477-0826 (OCHA).
