4. CLUSTER ACTIVITIES
1. AIR OPERATIONS:
TOTAL of FLIGHTS ex DMK (24th May -27th June): 102
Arrived today 27th: 2 (both for UNICEF with nutrition kits and plumpy nut) Planned for tomorrow 28th: 4 (UNICEF and WVI with tarpaulins, plumpy nut and shelter kits).- Current stocks in Bangkok awaiting transport into Yangon are at 2,500 mt, which is almost reaching transport capacity for the two remaining Logistics Cluster aircraft. Prioritization may be required to sort the cargo which needs to be moved forward most urgently. If air capacity proves insufficient to meet all the CMR, the option of moving the rest by cargo vessel will be considered.
- From this point on, the Logistics Cluster will be encouraging organizations to bring their cargo directly into Yangon by sea as a more cost efficient option. The ports are open, however vessels must be equipped with their own offloading gear since there is none available on arrival.
HELICOPTER OPERATION:
- Total number of locations reached up to the 26th of June: 83
- Total rotations: 387
- Planned for tomorrow: 9 helicopter distributions carrying food for WFP, shelter kits for WVI and food for GOiD.
- Rotations planned for tomorrow 28th: 36
- The logistics cluster is beginning to fly cargo from Yangon directly to forward destinations to maximize helicopter capacity. However since there is no Jet A1 in the field, loads from Yangon are restricted to 1 mt.
- The process will go through the normal CMR procedure. However, for these loads, the cargo has to be in the Logistics Cluster warehouse before a CMR is filed, and the CMR must be registered 72 hours before uplift. Precise coordinates for the delivery are required.
2. ROADS AND WATERWAYS:
- A boat left today with 80 mt of WASH, shelter and food for MSF-CH.
- The Logistics Cluster has increased its regular fleet of trucks from 15 to 20 on a short-term basis to ensure sufficient capacity.
- The maximum size of truck that can go to Labutta is still 7 – 10 mt, but the most direct road from Yangon is expected to close as the rains continue.
3. HUBS UPDATE
- Warehouses in Bogale are consistently full. Organizations are being asked to consider operating out of the MAPT warehouse complex at the 100-ton jetty in Maw’Gyun, which still has the potential for agencies to use some space for transit storage.
- The Logistics Cluster has some MSUs it could lend to organizations needing more or longer-term storage. Training in the erection of MSUs is being planned.
- Some organizations are buying fuel in the hubs, and it appears to be readily available. The cost is about 10,000 kyat higher per barrel than in Yangon.
- Logs Cluster meetings are underway in all the hubs except Pathein, and the Logistics Cluster has started expanding its activities from storage to services, including offloading at the jetties, establishing fixed prices for labour, fuel and truck/boat rentals.
- The hub of Pathein will be kept and not relocated following the request of organizations.
4. CLUSTER ACTIVITIES
- At today’s meeting in Yangon, it was reminded that Logistics Cluster activities are expecting to be phased out by August 10th. All agencies are encouraged to consider their storage and transport requirements and request a short-term loan agreement for MSUs from the Logistics Cluster should they need continued storage. Organizations needing help on budgeting for logistics in the upcoming appeal can contact the Logistics Cluster for assistance and local rates.
- Since the start of the emergency operation on May 20th, the Logistics Cluster has delivered the following cargo inside Myanmar by boat and road.
