In March 2016 the Logistics Cluster was activated in Ethiopia to support the Government and the National Disaster Risk Management Commission (NDRMC) in their response to the worst drought in 50 years.
10.2 million people needed urgent relief assistance, so the Government of Ethiopia, with WFP, as the lead agency for Logistics Cluster, took immediate action to coordinate the logistics response and augment the available logistics capacity.
After one year of intense work, the Logistics Cluster operation is being closed leaving a stronger national supply chain and enhanced capacity at NDRMC level; all activities were in fact implemented to support the response while at the same time reinforcing existing structures.
The Logistics Cluster assisted the NDRMC and humanitarian responders augmenting storage capacity at regional and field level through the provision of rental warehouses in Adama and Dire Dawa, the establishment of 125 Mobile Storage Units (MSUs), the construction of 21 permanent local storage structures and the rehabilitation of 7 existing structures.
Financial support was provided to recruit 980 staff members for the NDRMC and for the Somali Region Disaster Preparedness and Prevention Bureau and, to build staff capacity, trainings were held in 21 locations across the country for 643 staff from NDRMC, the Maritime Affairs Authority, the Road Transport Authority and CRS/JEOP.
In addition, the Logistics Cluster seconded nine advisors into key government authorities to optimise supply chain areas including warehouse, railway and port operations, obtaining remarkable results: space utilisation of the existing warehouses in Adama and Dire Dawa hubs improved by 50 percent; progress towards the first humanitarian cargo transportation on the railway Djibouti-Ethiopia expected in April 2017; improved cargo planning and anchorage times at the Port of Djibouti.
We have accomplished a great deal in the past year providing pertinent logistics support to respondents and we leave enriched by the collaboration with the Ethiopian authorities that we are certain will keep up their good work with renewed energy and enhanced skills.
